After reding that and discussing it here locally I have a few pretty down/disheartened non-rated personnel who had high hopes of getting to MST-A within a year and are now looking at FY12.<br />

My question is:  Were the 35 seats based upon the original FY11 budget?  Or more importantly is there a chance that there could ultimately be many more seats added on?<br />

I totally understand that nothing is a lock or certain and things can always change.  That is the word I have passed already.  <br />
<br />
This may be a better question to ask after the force notes from the RFMC comes out also.<br />

			<content:encoded><![CDATA[<div>I attended the ESO Symposium last week and wanted to pass along some items that were discussed.  <br />
<br />
The EPQs will now be called RPQs.  This is a little different set-up but the sign-offs are essentially the same.  They are using MSTs at their proto-type to see how well it's going to work so ours will come online first.  Basically, the RPQs are more detailed as far as what the sign-off is asking for and will take more paper to print out.  For instance, where an EPQ has one sign-off but has 5 items listed to demonstrate, the RPQ will have each of those 5 items listed separately with their own sign-off.  No big changes really in my opinion, just a different format.  <br />
<br />
EOCT will be called a RAT (Rating Advancement Test).  This is a big change.  RPQs will have to be completed prior to being able to take the RAT.  Member will study references over course material.  The idea is for the test to be performance based.  The speaker said that the RAT will be aligned with the SWE.  Now, there was some talk that this might be limited open book with time limits.  Also, they are talking about raising the minimum passing scores.  <br />
<br />
There was some talk, but just talk, which they want to extend the time between re-tests.  This could mean 45 days between tests.  One person even mentioned if a member fails the tests 3 times they cannot take it again for 1 year.  Now, there is something coming online called e-learning.  I did not attend that session so I don't know too much about it or when it will be ready.  However, the way it will be set up for tests is that each test you take will be completely different.  It won't be like now where you have 3 versions, but all 3 versions have some similar questions.  They are trying to eliminate people taking a test the first time without studying just to see what's on it.  <br />
<br />
The MST RAT should be completed and ready for review November 2010.  The final RPQs and RAT will impact the Nov 2011 SWE.  <br />
<br />
The last item is the SWE.  This will now be worth 80% (not 80 points) of your final multiple.  They didn't talk about when this would happen, or if they did I missed it.  I am guessing it will be when all the other items come online.  Although the RAT might be open book, the SWE will not.  The way it was explained is the RAT is used to determine how well you know your job and the SWE is used to "rack and stack" you.  Due to the raised %, the other items they use for points will obviously decrease but they did not discuss this.    <br />
<br />
There were questions regarding if members would be grandfathered in, but no one knew.  My guess is that someone who has passed their respective EOCT would be, but who knows?  I took the MRN all the way through E-7 when I was a SN and never had to take the EPME.  So I would think they will do the same here.  <br />
<br />
There was quite a bit of an argument about requiring degrees to advance to E-7 and above.  This was just a discussion, so no one worry.  Apparently the Air Force has their own college and has this requirement for advancement.  Anyway, just food for thought.  <br />
<br />
I apologize that this was so long, but I wanted to get as much information out there for you.  <br />
<br />
On a side note: If you know any ME laterals, please pass along that for the May 2011 SWE all EPQs up to the grade they are sitting for must be completed by Feb. 1.  For example, someone sitting for the ME1 test will have to complete the sign-offs for E-4 and E-5 as well as for E-6.  Thanks a lot!</div>

After looking into the regs, we have found nothing talking about such circumstances.  I just wanted to get a feel for what the MST world thought about this.  Comments and idea...???<br />
